Reinforcing the electricity network in Haiti

Works supervision for the construction of 2 new transmission lines and 4 new substations and the rehabilitation of 10 existing substations

In 2020 the government of the Republic of Haiti took emergency measures to rebuild the services and infrastructure essential for the recovery of the Haitian economy.

To this end, the government launched a project to strengthen Haiti's electricity network. The project includes the partial rehabilitation of existing transformer stations as well as two evacuation stations for thermal and hydroelectric power plants, the rehabilitation of the New Delmas substation, the construction of four new high voltage substations and the construction of two new 115 kV overhead and 69 kV underground transmission lines in urban areas, as well as distribution lines.

Construction of two high voltage lines

The construction works for the high voltage lines consist of :

  • The design, supply and installation of a 115 kV three-phase power line in two rings, approximately 30 km long, between the Saint Christophe power plant and Nouveau Delmas with a capacity of at least 400 MW.
  • The design, supply and installation of a 69 kV underground power line of approximately 10 km between the Carrefour and Varreux substations in order to complete the 69 kV line.

Rehabilitation of substations

The existing substations are AIS (Air Insulated Substations) type and will be upgraded with CSG (Compact Switchgear) outdoor type switchgear. The rehabilitation work on the substations consists of

  • Carrying out detailed engineering studies of the Rivière-Froide, Martissant, Carrefour Feuille, Toussaint Brave, Canapé-Vert, Ancien Delmas, Tabarre, Varreux, Croix-des-Missions and Croix des Bouquets sub-stations
  • The supply of materials and equipment necessary for the rehabilitation
  • The complete rehabilitation of these sub-stations. 

Construction of four new sub-stations

The work consists of the design, supply and installation of

  • a 115 kV/ 23 kV substation of 50 MVA in Arcahaie
  • a 50 MVA 115 kV/ 12.47 kV substation at Cabaret
  • a 50 MW 69/12.47 kV substation in downtown Port-au-Prince
  • a new 50 MVA 69/12.47 kV substation in Varreux (Port-au-Prince)

The new substations are of the GIS (Gas Insulated Substation) 145 kV type, SF6-insulated.

Reconstruction of the Nouveau Delmas substation

The rehabilitation works for the Nouveau Delmas substation consist of: 

  • Carrying out detailed engineering studies of the Nouveau Delmas substation (Dispatching)
  • The supply and assembly of the new station while harmonising it with the other stations.

The design, supply, installation and commissioning of the equipment are part of a single EPC package carried out by Overseas Engineering & Construction Co, LTDA (OECC).

Gruner's services for the reinforcement of the Haitian electricity network

The objective of this mission is the supervision and control of the above mentioned works. The control of the contractors' activities, the control of the quality and reliability of the delivered materials and equipment, the definition and verification of technical interfaces and responsibilities.

The services provided by Gruner include the supervision and control of the contract for the rehabilitation and turnkey construction of the various works and the associated substation connections, including the implementation of the Environmental and Social Management Plan (ESMP).
