In 2010, planning began for the replacement building Stöckacker Süd, which was to replace the existing site from the post-war period. As the client, the City of Berne pursued several objectives. Firstly, flats for middle-class families and older people as well as space for third-party uses such as bistros, daycare centres and communal areas were to be created. Secondly, a conscious decision was made to create a traffic-calmed development with generous open spaces. Finally, in its pioneering and exemplary role, the city of Bern aimed to achieve the 2000-watt society target with the Stöckacker Süd site.

With its 88 storey flats, 32 flats for the elderly, 26 townhouse flats and four commercial spaces, the Stöckacker Süd site stands for a mix of different social structures. With the new Minergie-P-Eco-certified replacement building, the city of Bern is also making a contribution to ecological and energy-efficient living. Certification as a 2000-watt site requires not only a comprehensive sustainability concept, but also close support in terms of energy monitoring and optimisation during the operational phase of the buildings.

Gruner took on the mandate for energy monitoring and operational optimisation in addition to the HLS specialist planning. The measurement data is analysed, processed and discussed with the client and the administration on a quarterly basis. This enabled deviations in the utilisation phase from the planning values (performance gap) to be identified and targeted measures to be introduced to ensure that the Stöckacker Süd site continues to operate successfully on the path to the 2000-watt society.

  • Measurement concept
    The measurement concept comprises a total of 25 energy meters, which are read by NeoVac. At the same time, they are also connected to the building management system. It is important that the processes for subsequent energy monitoring are already defined in the construction project.

  • Data evaluation and processing
    The measurement data is checked for plausibility and analysed by consumer, producer, energy source, etc. using Excel. Most of the measurement data is available as monthly values and is analysed on a quarterly basis. However, hourly and performance values would lead to a better analysis.

  • Performance gap analysis
    The comparison of the measured data with the planning and empirical values reveals a possible performance gap on the one hand and helps the client to take necessary measures based on the data on the other.

  • System simulation
    A system simulation supports the design, layout and optimisation of the system components during the planning phase. These improvements lead to lower energy and cost expenditure during the operating phase.
  • Operational optimisation
    Energy monitoring combined with a performance gap analysis helps to effectively identify operational optimisation and initiate suitable measures.
  • (Re-)certification 2000-watt site
    Together with a mobility survey, energy monitoring is an integral part of the (re-)certification of a 2000-watt site.
